Blocked credit cards can be used

I read this story from South Africa and found myself wondering how secure are the banks in other places. Aren’t a bank supposed to block your card if you report it stolen? In this news story a woman is robbed and finds out days later from her bank that although she reported the card stolen, they are not equipped to block her card and consequently the thief was able to go shopping. I would think that no matter where this takes place, that a bank would be able to do that. Guess I’m wrong.
